Being positionally handicapped myself sometimes I know how you feel.
My tactical play far outshines my positional sense...and lord knows I
have studied every book on pawn stucture and the like in chess.
Boring stuff but very valuable to get over the hump from being an
intermediate to becoming an advanced player.
Two books that i can recommend are:
Pawn Structure Chess by Andrew Soltis and
Pawn Power in Chess by Hans Kmoch
Those two have helped me alot...because if you can win EVERY game
just by tactics in the middlegame then you have nothing to worry
about...but most likely you will run into a game and although you
played well you lose..and I bet it was because of pawn
structure...remember Philidor said "Pawns are the soul of chess". He
was right.

There are other lessons on this site as well which I think are worthwhile
but if you can't stomach endgames (the best place to start - believe it
or not) then this is pretty good. As usual, I also recommend the
Exeter site for beginners and intermediates.
