A few popular free chess programs that can also view pgn files and analyze games are Arena (my fav), Winboard, and Scid. (Scid is more of a database program, but it can also analyze.)
Arena 2.0.1 Setup - about 19 MB download size.

5.9 megs but that includes a lot of additional software (engines) and sample pgn files.
If that's too large to get, try this page and email them a request.
