Your are a provisional player so you do not have a set number of points you gain for wins or lose for losses. With that said, when you play opponents much weaker than yourself your rating will go down even if you win. After 20 games though you lose your provisional title and then your rating can be calculated quite easily.

If you want more detail than what Drew provided, look at Help->FAQ. There's probably more than you really want to know about this and other topics.

To explain how your rating can go down, for the first 20 moves, your rating is a kind of average of all your game scores.
If you play someone rated more than 400 points below you and win, your score for that game is actually LESS than your current rating, because of the rating formula.
eg if you were rated p1400, and played someone rated 900 and won, your game score is 1300, so your average drops slightly. Equally crazy, if you were to play someone rated 2000, your rating would go UP if you lost, for the same reasons.
This never happens once you get a full rating (when you have played 20 games), because the way ratings are calculated completely changes.

I think Police meant games, for the first 20 games.
