Sorry if this is a stupid questin but:

After 1.e4 d5 2.exd5 Nf6 3.c4 c6 if white plays 4.d5xc6 (instead of d4) does black just recapture with 4...Nxc6 and rely on a small lead in development for the pawn or is there a reason why white would not play 4.d5xc6.

Yup. And since white can't play d4, but black can play e5, blacks a little better, which is quite a feat for black in the first three or four moves.

I find it better to push e6 instead of c6 because if pawn takes, you have a lead in development

Ah yes, I see what you mean by black being able to play e5 when white is restricted from playing d4. Thanks!

In my own experience, where I often play the Schevenigen (Center Counter) with the black pieces, I always find it weak for white to play d4 when the e-pawn is exchange (e4xd5). As for 4. d5xc6, White is at the advantage here, even though black might have a small lead in development of his Q-side, it is vulnerable to an early attack! Especially that he can?t castle for safety at the K-side with the minor pieces still undeveloped.

Not to split hairs with you here, but I think you mean Scandinavian. As far as I know, the Scheveningen is a variation in the Sicilian defense. If there is a Scheveningen variation of the Scandinavian (Center-Counter), then I appologize.

The are the main ones I see in my play but here you have some idea of how white may play it or not.
