A few moves less (but shorter must be possible), and queens only: 18

    Black to move.

Black's king is better protected. Black should win, although finding all the lines may be complicated. Something like 1. ... Qexb6 should win. If white plays QxQh2+ to shift the target, then black maintains the tempo advantage with Qg1xh2, his 'free' queen (since Qa7 is pinned).

It gave me a pain in the head trying to find out, but Fritz says...
    1...Qc1xc6+ 2.Qd6xc6 Qb2xg7 3.Qf8xg7 Qa1xg7 4.Qh8xg7 Qe3xb6 5.Qa7xb6 Qg1xb6 6.Qb8xb6 Qg3xg7 7.Qb6-a6 Qg7-a1 8.Qc6xg2+ Qh2xg2+ 9.Ka8-b8 Qe1-b4+ 10.Kb8-c7 Qa1-c3+ 11.Kc7-d7 Qg2-g7+ 12.Kd7-e6 Qc3-e5# 0-1

    Qexb6 also wins.
