Well, ever since November's timeout strand, dropping me 300+ pts, I have been playing as though I truly am 1300 rather than 1700. Laughable. I've just been missing the simplest of tactics. Game 4444270 is a such example. Even though this isn't horrible, I didn't see it coming. And I haven't been blitzing my moves...I'm considering resigning everything and taking a break for a few weeks...I can't stand playing so badly.

Most of your wins have been against those in the under 1500 level, with the occasional win against higher rated opponents.
Many of the timout losses were against higher rated opponents so maybe you psychologically allowed the timeouts to occur on the basis you were unlikley to win many of the games.
You may just be where you should be.
Most of the games you are currently playing are against people around your current rating so rather than just resign them all why not take 10 days or so holiday and them come back.
Resigning all the games is likely to drop your rating to 1200 or so.
Would you really enjoy playing at that level if you believe you are 1700+ ?
Similar to what adramforall is saying, I think some people need to manufacture some excuse for why their rating is below what it really "should" be--even if that involves deliberately dropping a bunch of games. It relieves the psychological pressure from trying to "live up" to a rating that may seem to be too high to maintain.
If you deliberately resign a bunch of games now, you're just falling further into that trap.
If you need to take some vacation days, then do so, but otherwise just keep playing and accept that whatever rating you have is the best current reflection of your ability.
As you pointed out I'm currently +2 -0 =1 against you. Those were not easy wins. I expect that you're at least 1600. That said, I did exactly the same thing you did recently. Game 4557642
