What do I do to get out of this 1200's hole (USCF rated)? I study everyday from books from Silman, Bronstein, Vukovic, etc. and also have a teacher who studies with Kaidanov. It seems as though I can't get over the hill. What should i do?

After that all you need to is attack. The reason why people stay at 1200 level after ages of study is they dont attack. A good attack will force the other person on the back foot, you have to stamp yourself onto the game, go into it looking to slap them around.
Basicly if you arent attacking you cant win, its that simple, a lot of people wont attack because they are afaid to lose games, dont be afraid to lose, infact lose all fear of losing :-)
Getting out of 1200 is just attitude and not much more.
You can shoot into the 1400s in a month by just doing tactical problems, lots of them. Frankly tactics alone will get you into 1500s OTB.
Hm let me make that clear, dont waste your time with study. Just play chess online with 30 mins a peice games with someone you know and then attack, attack, attack. You will have a sexier style of chess and learn soooooo much quicker.

You might learn and understand the principles in the book but you probably wont be able to put them into use in a OTB game. If you want to get out of 1200-1500 gap just play chess, have fun, attack and try to dominate the game.
i'm about two hundred pages into art of attack in chess... It's helped me by longshots.

how will i know how to properly carry out an attack if i havn't read a book like that?
You can read that book and you know you wont be 1900 because you still have 1200-1300 errors in your game. The book will offer some benifit to you but hardly any at all, it will be more in the moral sense of getting you to try out attacks.
If you want to get past 1500, do nothing else apart from play chess and do tactical problems. I learnt my openings from watching other players. I went and polished them off after but for most of the time it was just chess and problems.
Art of Attack will fill your head with nice thoughts, bishop sacs on h7, knight placements on f4 and then what to do with your queen, when to lock up the center and how to flow in the attack. However I think you'll agree that you just cant put this into practice in your games, if you were then your rating would be 1800 level at least.
Chess has a learning curve that has to be followed. For example I know the basic music notes, with a few tries I might be able to play "baa baa black sheep" but not much more. Because I know the music notes I could read a beethoven peiece but I sure as hell couldnt play it.
All im saying is you arent advancing anything like as fast as you might because you are studing the wrong thing. Work on improving your game to 1300-1400 not reading books aimed at 1800+
