Is it a draw when a game proceeds 50 moves without a capture or pawn advance? Are there exceptions to that? If so, what are the exceptions?

no exceptions. No captures, no pawns moving. Note that that is 50 full moves (both players move 50 times).

The draw is not automatic. It must be claimed. If the claim is corrent, then it is a draw.

No, that's not part of it, only captures and pawn moves because each of those changes the battlefiend terrain.
