does anyone know what consitutes perptual check? can i then claim a draw?

If by keeping your opponent in check you reach the same position three times or make more than 50 moves without a pawn move or capture,then yes,you can claim the draw.

You can't claim a draw unless the fifty moves or threefold repettition is actually borught about, but once pointed out, you can agree on a draw with your opponent.
