Is it alright to claim victory on a timeout or is this considered bad manners?
I think were pretty even.. I behind in material, but I think I may have a slight positional advantage... ( Am i Right? I know that the game is technically ongoing)
What are the standard practice when somoen fails to move?

If your opponent isn't moving and hasn't bothered to somehow explain why not, just claim it. If they get upset, too bad.

<edit/added> I have not looked at the game you provided the link for. My advise is based on my personal opinion regarding the claiming of victory when someone runs out of time in any game.

I prefer not to time out people. The way I see it, I'm here to play chess and as long as the game has some fight left in it for my opponent there's something to be learnt still.

There are limits, of course. If it's a clan game (i.e. other people are affected by the result or lack thereof) or they're not a pawn star (and could have very well left the site), I will time out after 3 or 4 weeks has elapsed since the timeout button has appeared.

Of course the situation changes if you're not a pawn-star yourself and have to deal with the game limit.

Welcome to the site, chasparos! Just for future reference, it is considered a breach of ettiquette to ask opinions of a position in a game that is still ongoing, which is why everyone who answered your post was good enough to avoid making any reference to the position. But someone who is unaware of this ettiquette could see your post and comment on it, bring something to your attention you weren't aware of before, and then if your opponenet resumes the game, you'll have the advantage of having had the help of another player.

However, you could just avoid this potential problem by claiming the win.

It's a good idea to decide what your policy on timeouts is and make it known in your profile. It at least warns your opponents how you intend to treat timeouts.

Of course, if you do decide to claim timeouts without mercy, do not expect mercy from your opponents.

I am one of those merciless players. I like to play 1 day no timebank games and people accept my game knowing that is how it is set. I usually have anywhere from 50-100 games going at once so I dont et games lingere around if the timeout period has been reached, I claim the win as soon as I see it and get on with my gamesand expect any of my opponents to do the same if I dont play within the time limit.

I took a vacation of a little over two weeks. When i came back i saw some people had claimed timeouts and others hadn't. I even lost some games I was way ahead on. Of course I had put up my little plane and left a message. I wasn't really upset about losing several games. I, myself, would feel guilty about timeing out someone who had a vacation flag and a message, but that's me. In the cases where i was losing, I definitely wouldn't feel good about taking the points because it would give a wrong impression in my rating. In the big scheme of things a rating is a pretty unimportant matter.
