Unquestionably black should have played on. He is likely winning.
Black's king can go into the centre and on to the queenside to eat white's pawns. If White's king follows to stop it then Black will get a passed pawn on the kingside because he's got 2 against 1 there.
Either way Black's going to queen his extra pawn and win.
