I just can't believe that anyone could plummet to such a level.

Explanation is easy.
He just doesn't have the time to play chess at RHP. He has better things to do. Perhaps it has to do with his work or something. When he's back, he's back and regain his previous rating level.

It's the man. He's always tryin to keep the black man down.

I would imagine that he was playing a lot of games at once, stopped coming to the site and hence got timed out on all of them.

I don't think he's been timed out. Perhaps playing Sui-Chess or something 🙂

There could be any number of reasons why he left the site. He staged a brief comeback after going down to about 1100, but once your rating drops a lot people don't want to play against you as they don't want to lose ratings points "unfairly".
