Might be a transposition into the dutch defence, which usually goes 1.d4 f5

1.d4 d5 2.Nc3 isn the so called "Veresov" Defence ( see my thread "Attack at all cost!" for more info"😉 and after f5 it becomes, just as said, the Dutch defence.
