If its a boring position and there are no tactics to use, weaknesses to attack etc, what do you do? If theres nothing to do would you offer a draw?

Make a plan. Look at the imbalances. Find you a piece your not happy with and move him to a better location. You could always just keep playing decent moves and wait for a mistake.
