Good try. Getting the queen to d1 is another good idea which doesn't work just yet. 1. ...Bh3 is met by 2.Bf3 when black has to fight for a draw.

Actually, the way I set up the board, I want the task to be:
Black to move and win!
After 1. ...f4 how does black win after 2.Bf4:?
After 1. ...f4 how does black break through after 2.Qd6?

I don't know if the forum indicates who is to move like the puzzle in the Telegraph but your fen should have been 5r1k/p5p1/1pQ1R2B/5p1q/1PP3b1/6P1/P6P/b5KB b 0 31 rather than 5r1k/p5p1/1pQ1R2B/5p1q/1PP3b1/6P1/P6P/b5KB w 0 31

I don't like puzzle composition so I don't even know if my terminology is right but the ideas or motifs for black are to mate either back rank or by the bishops. If black captures the h6 bishop he loses his queen, I don't know how many people thought of that.

Also if 31...f4 32 Qd6 attacking the f8 rook. What is the actual game this occurred in?

Edit I didn't see what jfkmh wrote above me. After Qd6 white's bull does not get off the ice because of the back rank mate problem/weakness as I mentioned above.

Originally I intended to post the board with white to move, it turned I have posted it with the colours switched so I decided the FEN could just stay that way.

You have found 2 important motives, that's a good start.
The hard part is of course to carry out the correct ideas of you (and the otrher posters) in the correct lines.

I think if someone thought the bishop could be taken, this easy "solution" would have been posted.

Qd6, yes. I see more hints must be given.

I don't want to show the game yet. By trying to solve the problems first, we can learn more (And I know some of you want to learn.)

After 1. ...f4 2.Qd6 it looks like black has a back rank problem, but actually black can now break through to white's backrank😲
