a man lives on the fourteenth floor. every day he rides the elevator down to the lobby, and then walks to work. when he gets off work he walks to the lobby,takes the elevator to the seventh floor, then walks the rest of the way. he does this every day unless it is raining, why?

Because he's a midget and he catches a bus/train/taxi/whatever when it's raining
