My first thought (unless I am missing something):
1.Bh7+ Kd4 [1...Kf4 2.Qg3# ; 1...Ke5 2.Qe3+ and 3.Qxe8]. 2.Qb4+ Kd5 [2...Ke~ 3.Qe1+ and 4.Qxe8] 3.Bg8+ Qxg8 [3...Kc6 4.Qa4+ and 5.Qxe8 or 3...Ke5 4.Qe1+ and 5.Qxe8] 4.Qb3+ and 5.Qxg8 + -

White wins.
not strictly true, if black moves first, black can claim a draw either through the 50 move rule or by eventually trading queen for queen

By convention, "White to move" is assumed unless stated otherwise. Most problem magazines simply state "+-" or "Win".
