    I imagined that the stairs went in a corkscrew pattern round the lift shaft, hence lots of corners to manoeuvre round. The door open out on the stairs (there are some pretty old blocks of flats like this in Europe (which usually also have the required small lifts). Hence the doors that need to be opened probably alternate as to which side of the building they are on.
