If car ices (letters contained in answer) tear up (anagram signifier) offer (synonym for solution) SACRIFICE


2.
Measure test (direct synonyms for each word of solution) for (=) the allotted period (synonym for complete solution) TIME CONTROL


3.
Old Salt (direct synonym for each word in solution where two words put together make one) brings (=) deadlock (synonym for solution) this is quite a common crossword clue/solution with many similar variants STALEMATE


4.
Sounds like European (homophone suggesting a member of a european state) on the attack (hinting at solution with a slightly cryptic definition) I think now a better version of this clue would be "European reported on the attack" CHECK

Just to finish off this unsolved clue

The sir is baronet

Replace r (right) with unknown (y - from algebra) gives bayonet attack (verve)
a dramatic push.
