Black's last move may have been something different than a6. for instance, a piece move that allowed white to promote his last pawn to queen on d8 or f8 ....

Not so. Black's last move must be -1...a7-a6. I do not know where you're getting this other piece that moves. Black has to wait for White to uncapture a piece before he can retract a move with it.

So -1...a7-a6 followed by almost any uncapture by White shows the position is legal.
