Edit: the position of the rook has been changed; the intended way to win is still there, but the easy one no longer is.

jfkjmh has solved the problem, as well as pointing out that the rook was originally on a square that enabled White to win much more quickly, albeit less aesthetically pleasing.

Where was the rook originally?
