I work in a University, and I'm pretty sure our regulations do not state anywhere that dolphins can't apply.

They'd have to have the appropriate entry qualifications, though. So I think you need to look at earlier in the process. Get dolphins involved in primary education first, and then they can progress through the system.

Its due to a flaw in the political system. Grant them the right to vote, then once they have proper representation in parliament (or the senate depending on which political system you have), then they will change the laws to stop all this anti dolphin discrimination.

I wonder what nationality most dolphins have.

It should depend on whose territorial waters they were born in. They might have trouble providing a birth certificate, though.
