Blitz idiots

Is there a way to block people from accepting your games on blitz? If not, can there be? Please? There seem to be some people who are only interested in trying to talk rubbish and not play.

Can you blame me? e.g.,

'Hi, I'm Mary, 19, single. I like to play games and laugh a lot, LOL! Where do YOU live and what are you wearing? etc. and so on'

Seriously though there was this FOOL who kept accepting my invites and not playing, so I quit the game, started a new one and back they came again. Surely there must be a way to stop this? (aside from the obvious)
