Concise Description: Create a new forum, where cheating and abuse can be reported. In addition, have volunteers who serve as moderators to this forum only. I have seen this on other sites and it is very successful.

    Specifics

    1) Have a format as follows:
    ---------------------------------------------------------------------
Preface: BE SURE BEFORE ACCUSING SOMEONE!

    Accused:

    [player][/player]
    [player][/player]

The accused are guilty of (select)
    Being a multi account
    Using engines
    Abusing forums

    Game, Profile, and forum links
Post game links to serve as proof for the moderators / hunters to look at. Post profiles to match players who may be multi's. Post forum links to give evidence to forum abuse.

Comments: Add your own reasoning and comments.
    -----------------------------------------------------------------------------
    2) Have moderators who look into the cases. Moderators are selected by Russ / admins. For cases involving engine user accusations, a specialist should be used in that case.

    3) Give these moderators the power to close reports (lock the thread) and move them to a "Closed Reports" sub-forum. Also, the mods should put a verdict before locking it. Verdicts may include: BUSTED, CLEARED, WARNED, NOTED, and SETTLED.

This will improve the following aspects of the site

*More efficient than sending reports to Russ.
*If there are moderators who have the power to LOCK and CLOSE reports then this forum can be efficient.
*Once developed, this forum will give the public a chance to participate in catching abusers of this site.

Moderators would be a critical part of such a forum!

Do you know what happens after you send a Fair Play ticket?
    No?
Then this thread is pretty redundant, don't you think?

Public cheating accusations just turn into mud-slinging matches and causes just strife.

    Bad idea.

This reminds me of the ConquerClub forum. I think the main difference is that it's not possible to use a computer to aim your Risk game.

99% of any accusations here would be Fritz related and we already have a reporting system that sidesteps the need for genuine players having their good names besmirched. We also have a very sensibly run private forum where proper analysis of suspects can be analysed.

For forums we have a group of moderators with the ability to remove posts and posters. For all that people complain about those volunteers, they do actually do their job.

For non-forum related complaints send feedback. I once send it for abuse (not of me) and it was dealt with straight away.

I do hear what your saying, and it does work in the right environment, but I'm not convinced that RHP is it.
