The problem with this system is the same as the problem with the current rec system. It assumes people will rec (or 🙂 ) positive, helpful posts, instead of the abusive, unhelpful posts. This idea probably has some chance of working with a slight adjustment.

The higher a person's "respect" rating, the more weight their own 🙂 or 🙁 are given, perhaps.

That way it is a lot harder to abuse.

Sounds like a popularity contest to me. And I think your adjustment would rather make it worse. It would mean that those with a high "popularity rating" get to decide who else shall get a high rating, while people with unpopular views or few friends in the forums would have even less influence than they would have without such an adjustment - being a minority, they wouldn't have much influence anyway. I don't like it at all.
