I don't see how RHP could track your ISP's down time, I doubt it's an idea they will consider. This would require RHP to constantly ping any ISP used by any member often enough to decide if they really were down, and how long.
Explain your plight to users, and many will not have a problem. More often than not they WANT to move as fast as you so will regardless that you lost a day. Many are not looking for a time-out, just a good fast game.
You could also still play your fast games, and ask users not to time you out first and second late move... you're probably unable to get online. Tell them 3 strikes... and complain to your ISP (if they care).

If my connection goes down, I just ask a friend if I can make a few moves at their gaff. If I have a lot of games on and think it would be a little unsociable, to go round and sit there for two hours playing chess, with someone on the other side of the world, then I just let my games time out. Not really the end of the world.
