It has been suggested before, but not in the last 2 and a half years:

new members should get Posting privilegesonly after making an amount of moves. Exception: Help Forum

Some guy in Debates starts new threads with (roughly) the same Topic using new user names over and over…
And now and then some guy post their spam into the GF...

I know that the method would not be foolproff, but it would ceratinly require something for the Person Setting up the account, and since they actually would Need to Play in the new account the user would make themselves bannable...

I know that the method would not ...[text shortened]... since they actually would Need to Play in the new account the user would make themselves bannable...
I support this idea wholeheartedly.

This is now in place. Help forum is exempt, but otherwise, 10 moves* required before general posting privileges.

*Subscribers can post early too.

Thank you, Russ. Another hurdle for anonymous scammers to jump can only be a good thing.

They are back now, 10 moves seems to be an insufficient deterrent.

Yeah sure, it probably helped a bit especially against those ad spammers who might not even know how chess works. But this xenophobic video spammer seems more determined.

probably even a 100 wouldn't deter this one… 🙁

Maybe instead of using the number of moves as the condition, just tie it to the provisional rating.
Until completing twenty rated games, no posting privilege is allowed other than in the help forum, and then do some serious moderating there if it is needed.

If that doesn't work, tie it to the calendar. New members cannot post for the first month or even longer, other than in the help forum.

Anderssen/Patzering/Rowin-Side/Capablunda/10+ others is a rather determined troll who's evidently got far too much time on his hands. It's rather sad that he has nothing to do all day but make new accounts on a chess website.

We can expect the stupidity to continue.
