I think it would also be not too difficult to invoke a counter for a maximum amount of games resigned in a row and we could impose a mximum number for that, say 20.

If the TER was left at your highest ever rating minus say 150 points it would get rid of all sandbagging. Once you hit say 1800 you couldn't enter a banded tournament under 1650.
As for maximum number of games resigned in a row not a good idea.
What is worse - resigning 20 games in a row or resigning 13 games and losing 7?
Both have the same effect on your rating.
