I propose, that we impose a maximum quotient for time-out losses for entering banded tournaments. This would reduce sandbagging via timing out loads of games.
I think it would also be not too difficult to invoke a counter for a maximum amount of games resigned in a row and we could impose a mximum number for that, say 20.

Personally I don't see a difference between timing out 20 games in a row and resigning 20 games in a row and losing 20 games in a row.
If the TER was left at your highest ever rating minus say 150 points it would get rid of all sandbagging. Once you hit say 1800 you couldn't enter a banded tournament under 1650.
As for maximum number of games resigned in a row not a good idea.
What is worse - resigning 20 games in a row or resigning 13 games and losing 7?
