Thread Movers

Mods should be given the powers to move threads between forums (e.g. from general to clans for a clan advert).

This would save the abuse that gets thrown at new forum users who post in the wrong forums, the users could alert with an option to 'correct forum location' as the instruction to the Mod (which if chosen wouldn't trigger robo-mod if "n" alerts is exceeded).
