How about this little revision then: Once a user has their permanent lofty title, they cannot enter tournaments for lower ratings when they drop to lower rating. Fair tradeoff, isn't it?

How could a title be inflated? I think it's done all the time by players sitting on lots of move and lose games heading toward time outs. Admittedly you can only inflate so much, though, so i'm not sure of how big a problem it really is.
