Tournament with two winners

I would like a tournament created that has:
(*) Thinking times: 3 days per move and 7 days timebank.
(*) Group size: 4 players where 2 best players in every group goes to next round.
Is it possible to create such a tournament?

It gives a better chance to play more than one round.
Even if you do a few blunders you have a chance to win the round or two.

They do it in Fotball world Champinship in the 8 starting groups.
4 team groups and two get on to the next 'round'.

I can see an argument for a tied final having joint winners...
