How about you have an option which notifies you per email everytime a new tourney is open? I mean, it's not like I check the tourney page everyday... I could miss something!
You could have options like "notify me of:
a) tourneys within my rating band
b) grouped tourneys
c) duels
d) sponsored tourneys
e) all tourneys"

this would be starting gun leading to a mass rush for 16 places for the hundreds of players about 1300 in a mini banded tourney
