an interesting question...

if there are evil people in this world, and rain comes from god, why does it rain on them too..?

I can only say that God looks after His people, and so does the devil!

God sends rain to His people, and if the evil people are between them, they get lucky. I see these evil people as parasites!

Many evil people have turned to God, many still haven't. Until the final choice has been made by your death, you still belong to God.
