It might, though usualy that is how it happens, though I should say if he wanted it the other way around he sure could do it, I mean for a god or a goddess, it is a matter of how much detail are they willing to spend on when they do a gender change, though I will say this, I think Lucifer is afraid of pain hence why he doesn't do it.
