I dispute that. Merriam Webster wouldn't:

1: disposed to inflict pain or suffering : devoid of humane feelings
2 a: causing or conducive to injury, grief, or pain b: unrelieved by leniency

A teddy bear cannot feel pain and/or suffering nor suffer injury, grief or pain.

So hypothetical Monster God can torment rocks or helium atoms all he wants and not be "cruel". But not human beings or animals that can feel pain or suffering.
