If the subject is on Mathew 24 vs 9, then the context might give us some clues.

The only big clue I can find is in, verse 14. It says that the Good News of Gods Kingdom will be preached in ALL the inhabited earth.

The ones doing this are very likely the ones who will be delivered up to tribulation, and be killed in Jesus name.

Who in the world is doing this though?

God will not let such ones suffer and die forever though. John 3:16
