This is a good question, maybe someone will eventually discover the original first spanky post. I do not believe spanky was ever an actual person. But I still do not remember who was the first to be called spanky.

seems to be the earliest reference to "spanky" that I can find, although the search function may have some limits, because I'm sure it was in use before this.
