What's wrong with Notre Dame?

Notre Dame seems to attract many top freshmen recruits from around the country, but since Lou Holtz left they seem stuck in 2nd gear. Has it been all the coaches fault? Academic requirements too difficult? Lazy players? With the talent ND attracts every year it seems like they should be a lot better.
