OTB chess, we have a point for a win and half for a draw, so 2 points for a win and 1 for a draw would seem more usual to me. Is there a reason other than the football league that we have 3 points for a win here?

Yes, we do.

* It is far easier to establish winers in tournaments.
* With a certain probability people will try to decide the game instead of taking the draw.
