Babded tours problem still not solved

As the new round of banded tours are created I have run into the same problem as the last ones. My 30 day rating is 1282 but yet I can not enter the 1200 -1400 band ... my present rating is 1194 and I CAN enter the 1000 - 1200 tour.

As I am a tour junkie I did enter the banded 1000 - 1200 tour although I shouldn't be there. If I reach 1200 again before the tours start I will enlist in the 1200 -1400 band.

Better is to fix the problem though.

This is a problem as it has come to my attention some people are resigning games with the sole aim of lowering their rating and accessing a lower banded tournament with a greater chance of winning.
