Banded 1600 to 1799 & 1800 to 1999, etc.?

Why do the banded tournaments stop at 1599?

Probably not enough people between 1600-1699, 1700-1799 etc to have a tournament.

They can start a 8-player or 16-player tournament, so that should not be the one and only reason.

Also, all of the non-rating restricted tournaments are dominated by higher rated players.

Yeah but there are usually players rated higher then 1700-1800 in a regular tourney. Usually at least 1 2000+ player be ragular tourney.
