You were allowed to participate, because your highest rating in the last 30 days was within the tournament limits.
Just take a look at your profile, there you'll find "Highest Rating (Last 30 Days)", which for you seems to be 1351. A fairly recent addition, it is this number that is now used to determine whether you are eligeable for a tournament or not.
