how do you start a tournament?

I'd like to host a tournament. Is there any documentation anywhere that tells you what to do to start one?

You can't start a tournament yourself. You can have Russ start one for you, if your clan is willing to put up a prize (see Tournament 756 or Tournament 715 for example).
