A. The tours begin after the needed number of players have enlisted.
B. The boardowner, Russ, controls the tours. He creates them and starts them.
C. Nope
D. By contacting Russ about it. Get in contact with Russ, explain why you want to sponsor a tournament ... and perhaps he will create it.
