Private tournaments are only open to subscribing club members, according to the Create Tournament page. So no, they can't. You can always create a tournament manually, of course.

Sub can't join tournaments with the exception of non-sub trial tournaments. The number of games tournaments create is incompatible with the limit on concurrent games.
