octets who progresses

i am in an octet tournament, wihich says leading layer or players pro0gress, winner of final group wins tourney,
what does thismean? at end of fou8rn one if one player is aheald of all others, does that layer win, do 4 players and or ties progress?? if one player progresses does one end up playing other octects??

It's just the general phrase. Oh and there could be a second round if two (or more) come in at the same score
