it should be 69.

then in the second round we have 69/3= 23 players + 1 extra from a drawn group,
in the third round we have 24/3=8 + 1 extra from a drawn group,
in the fourth round we have 3 groups of 3,
in the fifth round the best face off.
((3*3-1)*3-1)*3=69

It's all pretty immaterial since there's bound to be some tied groups with more than one player going through to the next round
