I notice that group 6 in this tournament have finished weeks before everybody else - and that each player got 9 points and is moving to the next round - how strange?! If one were cynical one might think that these paople made some sort of agreement to have such an outcome so that they would all move forward and the round would remain ratings neutral. Lucky I am not cynical.

Round-robin format, with the top 4 playing semi-finals and finals matchups is the only way to go IMHO. The tournaments may take longer, but it's fair, perhabs such tournaments would speed up by allowing less players per tournament, but create more tournaments to compensate.
Given this has only happened this once, have you considered the fact that it might be a GENUINE result?
Especially because it's a banded tournament. One thing I noticed in my own banded tournament was that the number of 'upsets' was much greater than usual - because rankings are closer together than usual.
It's perfectly possible to achieve a 9 9 9 9 result once in a while without cheating you know!
