If two leading players in the same group are tied on points after the group stage of a tournament, and shared a victory each in the two games between them, by what criteria is the group winner decided?

They both go through to the next round. If it is the final round, I guess they play again to decide the ultimate winner.

I think that's done purely on the score as well, so if there were many people in the group the two tied top scorers would go through even if one player won both games between them.
