Timing out while on vacation

What's the rule on timing out opponent during a tournament while on vacation. It seems that the skull doesn't show up?....So, no timing out?....Whne he returns from vacation andmoves while his vacation flag is still up, does he avoid the skull?...What's the story?

So long as the flag is up you can't time them out.

They can move when on vacation and many people actually use vacation time to extend the time allowed to make a move.

Annoying but regrettably allowable.
